Dave Bulmer is the President & CEO of AMAPCEO – Ontario’s Professional Employees Union.
Dave proudly represents 18,000 professionals who work across the Province of Ontario in 130
communities and in 10 countries worldwide.
Prior to his election as President & CEO in 2015, he served as Chief Financial Officer and Board
Chair.
Dave is also member of the Ontario Pension Board (OPB) where he sits as a member of the
Human Resources and Pension Committees, and as Chair of the Governance Committee.
He lectures on Industrial Relations at several Ontario universities and is a frequent panelist at
labour relations, human resources, academic and think tank events.
Regularly addressing progressive workplace relationships, alternative work arrangements, the
workplace of the future, the impact of artificial intelligence, and the value of the public service.
Dave has an EMBA and ICD.D designation from the Rotman School of Management at the
University of Toronto – and was featured in Canada’ s Top 100 Professionals for 2023 as well as
the recipient of the Pearson Centre for Public Policy’s Progressive Leadership Award in 2024.
He’s the proud Dad of two adult sons, a volunteer with Conquer Cancer, Crohn’s & Colitis, and
the Yonge Street Men’s Mission, and an ardent hockey, baseball, and football fan.
